Haruka or limousine bus: which one?
With the November 2026 price rise, money barely separates the two for a one-way trip, so choose on time, location and luggage. Take the Haruka if you land in daytime, are staying near Kyoto Station or on a subway line, and want the faster, timetabled ride. Take the bus if you land late, are on the Hachijo (south) side of Kyoto Station, are also riding back to KIX by bus, or simply want to sit down with your bags and not change platforms.
| Haruka (visitor ticket) | Limousine bus | |
|---|---|---|
| Adult / child, bought up to 31 Oct 2026 | ¥2,200 / ¥1,100 | ¥2,800 / ¥1,400 |
| Adult / child, bought from 1 Nov 2026 | ¥2,700 / ¥1,350 | ¥2,800 / ¥1,400 |
| Time to Kyoto Station | About 78 minutes | About 1 h 25–30 min |
| First from KIX | 6:31 weekdays, 6:40 Sundays | 6:45 (Terminal 1) |
| Last from KIX | 22:16 | 23:20 (Terminal 1) |
| Kyoto arrival point | Kyoto Station, platform 30 | Kyoto Sta. Hachijo-guchi |
Fares come from JR-WEST's HARUKA One-way Ticket page and the limousine bus Kyoto timetable; Haruka times from the JR Kansai Airport Station timetable (revised 3 October 2026, shown for Tuesday 27 October and Sunday 1 November), all checked 30 October 2026. The bus operator does not list a separate child age; the Haruka child fare is for ages 6 to 11.
What a group pays one way, assuming the child is 6 to 11:
| Group | Haruka, bought by 31 Oct | Haruka, bought from 1 Nov | Limousine bus |
|---|---|---|---|
| 1 adult | ¥2,200 | ¥2,700 | ¥2,800 |
| 2 adults + 1 child | ¥5,500 | ¥6,750 | ¥7,000 |
| 4 adults | ¥8,800 | ¥10,800 | ¥11,200 |
If you will also take the bus back to the airport, the bus's 14-day return ticket (¥5,100 per adult) works out at ¥2,550 a ride, which is less than a Haruka visitor ticket bought from 1 November.
How the HARUKA One-way Ticket works
The visitor price is not the regular fare. It is a discounted ticket that JR-WEST sells only to holders of a foreign government passport who enter Japan as a Temporary Visitor (短期滞在), one ticket of each type per person for the same period. JR-WEST sets the price by the date you buy it, not the date you exchange or use it. The ticket covers ordinary reserved and non-reserved seats on the Haruka; the Green car needs separate tickets.
You cannot buy it at a station in Japan. There are two ways to get it:
- JR-WEST ONLINE TRAIN RESERVATION. Pay by credit card when you book (virtual and numberless cards are not accepted), then collect the ticket in Japan at a ticket machine or office with your reservation number, the 4-digit ID you set, the same card and your passport. The machines need a passport with an IC chip; otherwise go to the ticket office. Bookings open one month ahead, at 10:00 Japan time.
- An overseas travel agency. You get an E-TICKET to exchange within 3 months at one of the exchange locations JR-WEST lists.
The WEST QR version has the same prices and price change. It is sold as a voucher by travel agencies, but not by agencies in Japan or through JR-WEST's online reservation, and you show it as a QR code on a phone with internet access at the gate. It lets you reserve a seat in a dedicated Haruka car from 30 days ahead. If that car is full, you ride in the non-reserved cars, not in another reserved car. It is not valid on the Shinkansen between Shin-Osaka and Kyoto.
The JR-WEST HARUKA ticket page does not mention the older ICOCA & HARUKA set, so plan on buying an ICOCA card separately if you want one.

Catching the Haruka at Kansai Airport
The JR-WEST airport usage guide tells you to take the escalators to the second floor after the arrival gate, follow the signs and cross the bridge from the terminal building to Kansai-airport Station. It lists the station ticket office hours as 5:30 to 23:00. Credit-card payment at the green ticket machines requires a PIN, and ICOCA cards sold from the machines cannot be paid for by credit card.
On a typical service, Haruka 14 leaves at 10:16, stops at Tennoji, Osaka and Shin-Osaka, and reaches Kyoto at 11:34 on platform 30 (JR train timetable, checked 30 October 2026). That train has a reserved Green car and ordinary cars that are only partly reserved. From about 9:00 to 21:00, departures run roughly every 30 minutes; after that come trains at 21:25 and 22:16. Two evening trains, at 19:16 and 20:16, run through to Yasu, beyond Kyoto.
The limousine bus to Kyoto Station
The Kyoto route is run jointly by Kansai Airport Transportation Enterprise, Keihan Bus and Hankyu Kanko Bus. According to the operator's Kyoto timetable (checked 30 October 2026):
- Terminal 1 departures run from 6:45 to 23:20, generally about every 20 minutes
- Terminal 2 departures run from 9:37 to 23:07
- The ride to Kyoto Sta. Hachijo-guchi takes about 1 h 25 min to 1 h 30 min; road traffic can add to this, so leave a margin if you have a check-in deadline
- A 14-day return ticket costs ¥5,100 for an adult, which saves ¥500 on two singles
The same page points to the operator's Bus Stop Info page for ticket windows and asks passengers boarding anywhere other than Kyoto Station Hachijo-guchi to have the exact fare ready. It also says reservations are required on the lines to Kansai Airport, through the Keihan Bus Reservation Center (075-682-4400, 9:00 to 18:00) or online, and that the Hachijo-guchi ticket window in Kyoto takes credit cards. So the booking matters most for the ride back to the airport.

Late arrivals and taxis
Land after about 21:30 and the bus is your safer choice: the last Kyoto-bound Haruka leaves at 22:16, while buses leave Terminal 1 until 23:20.
The airport's taxi page puts a taxi to JR Kyoto Station at about 100 minutes and about ¥43,150 including ¥4,360 in tolls, and fares rise 20% between 22:00 and 5:00. Two pre-booked options cost less:
- MK flat-rate airport taxi to Kyoto Station Hachijo Exit: from ¥23,800 per vehicle, plus tolls
- Yasaka shared airport shuttle: ¥4,300 per person, booked by 12:00 two days before
For four adults, the shared shuttle at ¥17,200 costs ¥6,400 more than four Haruka tickets bought from 1 November (¥10,800), but drops you in Kyoto without a transfer.
Once you reach Kyoto Station, the next decision is how to move around town: our guide to Kyoto bus and subway fares and passes compares single fares and day passes. Your hotel will add Kyoto's accommodation tax per night, and if you are coming from Tokyo rather than KIX, see Tokyo to Kyoto by Shinkansen.
