NAIA Terminal Transfer: Hourly Shuttle, Pickup and Backup

Confirm the two terminals for this flight date

Read both bookings and any airline update. Do not assume “international” identifies a single building, or that an airline uses the same terminal for every service. If the booking simply says Manila/NAIA, ask the operating airline for the flight-specific terminal.

The public inter-terminal service is a road transfer. Ask the airline whether it offers a separate connection arrangement for your booking, whether bags must be collected and whether you must enter the Philippines. Follow that confirmed process rather than leaving a transfer area unnecessarily.

If travelling on separate tickets, check each airline's missed-flight and rebooking terms before travel. A shared destination or friendly agreement between carriers does not establish protection for your particular booking. Even on one ticket, confirm the operational steps instead of assuming your bags follow automatically.

Find the published shuttle pickup

The NNIC Shuttle Inter-Terminal Transfer section on New NAIA's transport page lists:

The service is free for passengers with connecting flights, requires the plane ticket and operates around the clock with hourly departures. The T3 description does not specify a single numbered bay, so ask the information desk for the current stop before taking bags outside. Keep the onward ticket available offline.

Hourly operation is the important planning constraint. Arriving just after a departure could use most of an hour before you start the road trip. More buses in an older fleet announcement do not prove today's waiting time or establish a faster guaranteed timetable.

Go through the transfer in order

1. At the arrival terminal: ask airline staff whether you follow an airline connection process or the public shuttle. Resolve any immigration and baggage instructions first.
2. Before leaving the building: locate the current shuttle stop, ask when the next departure is and confirm that your ticket qualifies.
3. At the curb: keep the party and bags together. Check the bus serves your onward terminal; do not board a city bus because it also carries the airport name.
4. At the destination: find the correct airline counter, bag drop or security route. An online check-in confirmation may still require a document check.
5. If time is short: contact the onward airline and assess a road-vehicle alternative before the bus wait consumes your remaining margin.

Carry documents, medication and anything needed during the wait in a small bag. If a wheelchair, pushchair, child restraint or unusually large item matters, confirm the specific boarding and vehicle arrangement. A published shuttle route is not evidence that every assistance need is covered.

Decide when waiting is no longer sensible

Your latest acceptable arrival at the second terminal comes from the onward airline's requirements. Work back from that time using the next bus departure, the road estimate and the final walk. If that calculation misses the deadline, ask about a suitable taxi or booked vehicle immediately; do not wait simply because the shuttle is free.

A car removes the bus wait but not road congestion or the departure queue. Ask for the complete quote, accepted payment, terminal and pickup point before committing. This article does not publish a fixed inter-terminal taxi fare because a current universal official tariff was not established.

If using the official taxi dispatch, the airport transport guidance says to retain the dispatch slip. Keep the receipt and vehicle details as well. For an app ride, follow the pickup instructions for the actual terminal and vehicle, rather than expecting the driver at the shuttle bay.

What to do if the connection is already failing

Tell the onward airline your arrival status and ask what action preserves the booking. Rebooking rules differ; paying for the fastest-looking ride does not restore a closed bag drop. On an overnight replacement, confirm the room's usable hours and transport before leaving the airport.

If the transfer succeeds with a long wait remaining, decide whether to rest at the departure terminal or leave only after checking the layover conditions. The luggage guide is useful if bags cannot yet be checked, but storage at the first terminal would introduce another transfer to collect them.
